TENTH EDITION OF BURUNDI INTERNATIONAL FILM FESTIVAL, FESTICAB 2018
FROM 04 TO 11 MAY, 2018 IN BURUNDI.
I. ENTRY
Chap. I. Selection
Art 1: FESTICAB is open to all African content movies with a good technical and artistic quality and illustrating a remarkable creativity.
Art 2: The registered movies will be subjected to selection.
Art 3: The official competition is exclusively reserved for movies whose production does not beyond the last two years, from January 1st, 2016.
Chap. II. Official competition
Art 4: The official competition includes three categories
- « National Competition » category
- « East African Competition” category
- « International Competition” category
Section 1. Definition of Categories
Art 5: The « National Competition » category is composed of movies shot in Burundi or elsewhere, with Burundian content, by filmmakers of Burundian nationality, filmmakers of the Burundian diaspora or foreign filmmakers with permanent residence in Burundi.
The « National Competition » category includes:
- Fiction short movies,
- Documentaries
Art 6: The « International Competition » category includes:
- Full-length feature movies,
- Fiction short movies,
- Documentaries
Art 7: The « East African Competition » category comprises of movies shot in the East African community or outside the region, but with African content, by filmmakers from the EAC, or the Diaspora.
The East African category includes:
- Full-length feature movies,
- Fiction short movies,
- Documentaries
Section 2: Formats
Art 8: The accepted formats for all the movies in competition must be on DVD or sent by an active link then a download link after the announcement of the selection.
The director, producer or broadcaster sending the film must ensure the quality of the media.
Chap. III. Panorama movies
Art 9: The panorama category is open for movies selected out of competition. It includes writer movies presenting an artistic, technical, historical asset:
- Full-length feature movies,
- Fiction short movies,
- Documentaries,
- Animated movies.
Chap. IV: Registration modalities
Art10: For a movie to be registered, the director or the producer must send it to FESTICAB by the 28 FEBRUARY 2018 deadline:
- A registration form duly completed and signed,
- A DVD of the film or an active link
- A synopsis (not exceeding 70 words)
- A bio filmography and photo (JPEG format, 300px) of the director and photos of the film (same format)
- A poster of the film (64×43 mm for landscape photo and 40×55 mm for portrait photo)
- Movie trailer not exceeding two minutes (2min)

Art 11: Selected movies in the national category may be in their original version in Kirundi, in French, English or Swahili.
Art 12: Selected movies in the international category may be in any language provided it is subtitled or dubbed in French or English.
Art 13: Selected movies in the East African category may be in either the national or vernacular language of the East African Community, provided that it is subtitled or dubbed in Swahili or English.
Art 14: The shipment of DVD copies of selected movies is the responsibility of the director or producer one month before the date of the FESTIVAL, 1th April 2018.
Art 15: FESTICAB is responsible for neither shipment errors of the movies to the sender nor the damages resulting from the bad packing or shipment. In addition, they cannot be held responsible for any damage resulting from the poor condition of the copies.
Art 16: Any movie kept in the selection cannot be removed during the festival.
Art 17: Any film taking part in FESTICAB can be the subject of more than 3 public screenings. However, with the agreement of the director or producer, other projections may be considered.
Art 18: Any movie selected during competition will never be used for business purposes.
II. RESPONSIBILITY OF FESTICAB AND JURY
Art 19: FESTICAB is responsible for the selection of movies. It sets up a committee for this purpose.
Art 20: The official jury for movies in the « national competition » category is made of one (1) chairperson and two (2) members.
Art 21: The official jury for movies in the « International Competition » category consists of three juries, each made of one (1) chairperson and two (2) members.
Art 22: The official jury for movies in the « East African Competition » category consists of three juries, each made of one (1) chairperson and two (2) members.
Art 23: Members of juries are appointed by FESTICAB. The official juries are sovereign. No Juror must have taken part in the production, production or broadcasting of a film in competition.
III. PRIZES
Art 24: Awards and prizes of the Festival are distributed as follows: For the « National Category »:
- Trophy for the « Best Short Movie »
- Trophy for the « Best Documentary »
- Certificate for the « Best Image »
- Certificate for « Best Sound »
- Certificate for « Best Editing »
- Certificate for « Best Actress »
- Certificate for « Best Actor « .
For the « East African Category »:
- Trophy for the » Best Full-length movie «
- Trophy for « Best Short Movie »
- Trophy for the « Best Documentary »
- Certificate for the « Best Picture » in the Full-length feature movie category
- Certificate for « Best Sound » in the Full-length feature movie category
- Certificate for « Best Actress » in the Full-length feature movie category
- Certificate for « Best Actress » in the Full-length feature movie category
For the International Category
- Trophy for the » Best Full-length movie »
- Trophy for the « Best Short Movie »
- Trophy for the « Best Documentary »
- Certificate for the « Best Picture » in the Full-length feature movie category
- Certificate for the « Best Sound » in the Full-length feature movie category
- Certificate for the « Best Actress » in the Full-length feature movie category
- Certificate for the « Best Actor » in the Full-length feature movie category
Art 25: An NGO or a National / International Institution may award a Special Prize to a film performed within its field of action provided that it has signed a prior agreement with FESTICAB.
IV. GENERAL PROVISIONS
Art 26: There can be no tie in the awarding of the 2018 prize list.
However, a Jury is allowed to make a Special Mention.
Art 27: All cases not provided for in the regulation fall within the competence of FESTICAB.
